Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Key Responsibilities:

  • Develop, review, and maintain business process related materials (including but not limited to system use instruction, desk guides, project management trackers, business process documents.)
  • Conduct analysis of business requirements to ensure testing of change requests, process improvements, and defect resolutions are considered per Tenncare guidance and direction.
  • Conduct testing and validation of eligibility and enrollment system enhancements/changes; provide feedback regarding the testing to internal and contract IT staff.
  • Support TEDS improvements and lead efforts through UAT and validation testing of code changes related to system enhancements and defect resolution. Review results and anticipated outcomes for UAT testing. This includes setting up meetings, taking the lead on assigning, reviewing, and executing test scripts, as well as being the main contact and support for other testers.
  • Develop modified scripts for testing. Evaluate testing results to ensure the change requests are in line with TennCare expectations for system functionality. Coordinate with other groups within Tenncare Member Services as well as Deloitte and other stakeholders on the strategy for UAT. Develop and deliver training, support, and guidance for staff regarding UAT including testing for planned releases as well as stress testing and ADHOC testing.
  • Perform analysis of eligibility system errors related to expected results and determine possible root cause.
  • Liaison with interagency divisions and technical support groups to ensure eligibility systems support the business process of the Member Services business units.
  • Utilize a variety of computer systems and databases in the support of the eligibility determination business process.


Job Overview:

The Division of TennCare is seeking a Business Improvement Analyst to work in the Compliance and Policy Group within Member Services. This position will report directly to the Business Systems and Data Administrator. The Business Improvement Analyst will be responsible for serving as a liaison to TennCare Information Systems and TennCare’s system contractors. This position will create/review business requirements to ensure systems are functioning in accordance with eligibility and enrollment policies. This position will perform business process analysis and make recommendations for business systems improvements. This includes the submittal of change requests and will participate in end-to-end user acceptance testing prior to the implementation of systems changes to ensure changes follow Member Services business needs.


Minimum Qualifications:

Education and Experience:

  • Graduation from an accredited college or university with a bachelor's degree in a related field (preferred degree in business administration, management, public health, or health policy) and two (2) years of qualifying professional experience in a relatable setting.

OR

  • Graduation from an accredited college or university with an associate’s degree in a related field (preferred degree in business administration, management, public health or health policy) and four (4) years of qualifying professional experience in a relatable setting.

Substitution of experience for education:

  • Experience equivalent to six (6) or more years of qualifying professional experience in a relatable setting.
  • Ability to adapt to changing priorities and deadlines

  • Ability to exercise sound judgment
  • Excellent organizational skills, including the ability to prioritize, multi-task and manage workload to meet specific timeframes and deadlines

Desirable qualifications:

  • Graduation from an accredited college or university with a master's degree in business administration, management, public health, or health policy and one of the following:
  • Four (4) to six (6) years of experience within TennCare
  • Four (4) to six (6) years of experience within a Medicaid, managed care, or healthcare organization.
  • Experience in business process improvement and systems user acceptance testing preferred
